The aim of this study is to identify the size and components of a constructive approach to human capital management excellence border. The methodology of the study is applied and data collection, quantitative and the nature and type of study, explore. The population of this research to all professionals and experts in the field of border management and performance appraisal management approach 1,000 people have formed. The sample was 280 to 216 item questionnaire that after studying the national and international documents in the field of management and human resource excellence has been recognized, responded. The validity of these calculated through Cronbach's alpha equal to 0.814 respectively. The validity of the concurrent validity obtained. In order to analyze the data and identify the dimensions and factors such excellence and index for each component, the so-called exploratory factor analysis test was used. The findings show that specific value 4 after the data, process, output and feedback and 12 components, is greater than one percent coverage for the 4 dimensions and 12 factors shared variance between variables on a 45/72 percent of the total variation explains. Moreover, the amount equal to 0.96 KMO and Bartlett's sphericity test feature is also significant at .001 level. The results indicated that constructive dimensions of human capital management excellence approach the border have enjoyed a good fit.
