The issue of passive defense and in particular its application in military affairs has a long history. The accuracy of these claims can beat early Islam wars and defensive measures such as digging ditches, building a fort and in ancient Iranian in the construction of Kohandezh, Sharestan wall. But with the advancement of technology and changes in the nature of weapons, application of new passive defense in the reduction of war is felt ever than before. Selection of the location of both military and civilian projects and study of defense and security considerations on the basis of environmental factors and geography has always been one of the most important steps in the process of passive defense. The purpose of this study is to characterize military sensitive locations using ANP and GIS in relation to four main criteria (Access, the shape of the Earth, geology and climate) and 12 geographical sub criteria. The research method is analytic-descriptive. Zoning for localization in five class system is the main objective of the research. Perfectly suited are locations located at the West of the province in the boundary areas of Turkey and Iran. Unsuitable zones are east and in particular northeast of the province. Finally, the level of slope and elevation are the most effective factors on the localization of military bases.
