Passive Defense includes many principles and considerations that land logistics and revival of population capability and varying factors and reasons of people participation and foundations and their activity floors are among the effective factors on these approach. Among these, planning for borderline areas is necessary and vital due to their unique features focusing on Passive Defense. One of the best approaches of Passive Defense in borderline areas of South Khorasan Province to combat against threats, is to build and develop borderline markets in borderline areas of this province; Marketss are a visible instance of people participation in economic affairs which can keep borderline people in borderline areas and prevent them from exessive immigration. Due to the reason that this matter leads to development and deepening constant security in this area, the condition of applying passive defense principles are more available and basic in these areas. This is due to the reason that lack of security make challenges for active and passive defense. Using descriptive-analytic method and focusing on library and field resources (like interviews and observations of authors), this study reviews the role of Mahirud Borderline market of Sarbisheh town in the security of borderline areas of this province from Passive Defense aspect. Results show that this borderline market plays the vital role of job creation, keeping borderline people of this area, reducing poverty and deprivation and development of business relation with neighboring country from previous years and have always had significant effects on economic activities and security of Sarbisheh area and even this province. This security and its continuation facilitated the application of passive defense in logistics plans.
