Smuggling and willing to consume foreign goods is one the important issues that shoots toward the base of culture, economy and national security. Although many countries have problem in this issue, but this issue is so important in Iran that the necessity of focusing, identifying and combating against it is so vital. Smuggling or illegal trade as a multidimensional phenomenon is more important in countries with weaker economy. Based on this, borderline areas are more important and they are the most important way for entering smuggled goods to our country; then we should pay due attention to borders, since smuggling is effective not only in borderline areas but in our whole country. The study is to review the effective factors on goods smuggling in borderline province of Kermanshah. This study is of descriptive-survey type. Under study statistical society includes experts in goods smuggling in those organizations which are directly related to this issue. These organizations include: Anti-contraband and currency smuggling Headquarters of Kermanshah Provincial Government, Customs Office, Governmental Discretionary Punishments Organization, Vice chancellor of Anti-contraband and smuggling of NAJA, Office of Anti-contraband and smuggling of Border Policing Command, The Organization of Industries, Mines and Business, The Organization of Tobacco, The Organization of Business, National Iranian Oil Company and Food and Drug Vice Chancellor of Medical Sciences University of Kermanshah Province. Data collection tool include questionnaire and statistical analysis was done by SPSS 22 and Lisrel8.5. Statistical tests include structural equations to determine the direct and indirect effects of model variables and Freedman test to rate seven variable of conceptual model. Results showed that seven factors of tax and customs fees, high rates of unemployment, high profits of contraband, low quality of internal goods, geographical conditions, inefficiency of Administrative Bureaucracy and inappropriate control of borders were effective in goods smuggling in Kermanshah province. Moreover, among research variables, high rates of unemploymenthas more priority and inappropriate control of borders has less priority.
