The particular continent of East of Iran and Sistan & Baluchestan Province being in transit path of Drugs and being neighbor of states which cannot control their borders (Pakistan and Afghanistan) has made providing security in these areas with different complexities and problems. Based in hypothesis of this study, increasing the amount of public participation in economic, social and political aspects would make providing security more easier and constant and reduce motivations of illegal jobs and salaries and joining opposite and enemy groups. Preparing bases of public participation in economic, social and political aspects via creating better relations between people and governmental institutes would increase the security of borderline areas of this province. Bases on previous studies in 3 areas of economic, social and political aspects in Sistan & Baluchestan Province, statistical data regarding economic participation shows that economic participation in 27/1 % is the lowest participation in 1391 (2012) among all provinces; political participation has a low rate of 59 % for elections of Islamic Consultative Assembly of IRI and 46% for Presidential election which is among the low-participating provinces; moreover, social aspect has a lower rate in comparison with other central provinces. This matter has a direct effect on reducing the public participation in providing security, and due to these we see a lot of insecurity in these areas in previous years. However, this issue is related to development indicators; non-balanced development resulted in less development for borderline areas than central areas and this issue has changed the balance in favor of central areas; and this is one the most important reasons for their low rate of economic, social and political participation. The study method is descriptive-analytic, and the method of statistical data collection is document and library based. In general, we can come to this conclusion that increasing economic, social and political public participation results in increasing public motivation for participation in keeping and improving security.
