Participation is the most basic and significant component in developing societies and increasing public participation increases the chances of success and in fact it is right which should be provided for all in every society that leads finally to development and constant management. In this way, participation is not only considered a necessity, but focusing on it can increase the coefficient of borderline security, more effectiveness and less costs for prevention of borderline crimes. The study is to review the effective factors on increasing the participation of borderline people in prevention of borderline crimes bases on four aspects of 1. Economic 2. Social 3. Political 4. Cultural in borderline city of Astara and it deals with this issue: which factors and components increase the participation of borderline people of Astara in prevention of borderline crimes? This study has a applied purpose and it has a descriptive-analytic method and data collection tool includes library and field studies; and scholar-made questionnaire and observation were used in field studies method. Under study statistical society includes 87 persons of borderline people in borderline areas of Astara in 1393 (2014) whose validity was approved by university masters and due experts; cronbach’s alpha was used to determine the reliability of questionnaire whose value 0.776 was approved. Findings show that effective factors on increasing the participation of borderline people has meaningful relation with above mentioned four aspects (social factor, economic factor, political factor, cultural factor) in preventing borderline crimes in Astara town; among these, social factor with responsiveness indicator to borderline people demands as 10.20 and cultural factor with indicator of developing media network as 7.61 are respectively most and least effective factors in prevention of borderline crimes. Therefore, all these indicators must be paid more attention to increase the participation of borderline people and finally we can come to this conclusion that there are differences between the attitude of borderline people of Astara town regarding effective factors in improving and prevention of borderline crimes.
