Foundation and Goal: Current Study sets a strategic attitude of managing human resources in keeping human resources and their functions regarding Border Police Command; it deals with strategic management of human resources regarding human resources in Border Police Command to reach sub-systems of human resources to obtain a kind of cooperation between policies for keeping human resources and organizational strategies.
Method: Current study is goal-oriented and has an applied nature and descriptive and survey method. It reviews the entering process of human resources into Border Police Command; it uses SWOT and PEST to analyze its internal strengths and weaknesses and current external threatens; it finally proposes an appropriate strategy.
In era of knowledge and knowledge workers and based on the architecture of Human Resources, selection of death and life is an inevitable issue; therefore, the strategy of human resources has a significant role in this regard and its increasing importance leads to new approaches in abstracting, keeping, educating and improving qualitative level of human resources. The significance of this issue in Border Police Command, an expert unit within borders of Islamic Republic of Iran, is totally visible and tangible. Therefore, this study deals with human resources in Border Police Command; and scholar wants to answer this study question which is identifying the strategy of keeping human resources in Border Police Command ”.
Findings: Results from evaluation of external (EFE) and Internal factors (IFE) has five operational steps as follows: 1- External and Internal factors have been identified and listed by answerers of factors (experts of Border Policing Command including chances and threats, weaknesses and strengths); 2- all factors have been given a coefficient based on comments of experts of Border Policing Command (including coefficient of weight with Delphi method); 3- The rate of threats is 1 and 2 and chances 3 and 4 in External factors (Rate 1 Threat on Base, Rate 2 Basic Threat); Rate 1 in Internal factors shows a basic weakness or strength and 4 shows a high weakness or strength. 4- The coefficient of every factor is obtained in multiplication rate of final score. 5- The series of scores were reviewed and final score was determined.
Conclusion: Therefore, proposing appropriate strategies based on extracted strategies are separated based on functions (sub-systems of functions of process of application and keeping, education and development of human resources, the system of compensating services, evaluation, management of
personnel performance and management of job pressures, personnel interactions and working teams).
