Background and objectives: in order to have a developed country with accurate planning capacity, making laws in different fields and making sure of their enforcement are necessary, and of course, a condition should be prepared in which law enforcement would be possible using the least energy and cost, and a condition in which the challenge and tension between the enforcers and the clients would be minimized. One of the issues that cause tension between law enforces and the frontiersmen is controlling the informal trades. In this research an attempt is made to investigate the current status to calculate the government’s lost financial income due to the process of traded good smuggling in Alan county and to provide a criterion through which the level of per capita of government’s investment in these areas for absorbing the traders of informal exchanges to productive economic sectors could be justified.
Methodology: in terms of method, this research is of descriptive-survey type and in terms of its goal, it is an applied research type. The required data were obtained using observation, events record, and interview, and then, based on these data the analysis of cost-benefit was conducted. The statistical population of this research is the good smugglers, who were questioned enough up to the findings, in Alan County located in the south of Sardasht city in the Iran-Iraq border.
The findings and results: the results show that leading every employee in the informal trade sector towards productive economic activities in the study areas, according to the prices of the second half of the 2011, would directly reduce the government’s loss of about five billion Rials due to the customs duty evasion. This amount is significant enough for enterprise applications development; moreover, in this study, only the monetary costs have been directly estimated, and the benefits of employing these people in the manufacturing sector, and social, political, and security interests have not been calculated.
