Background and objectives: the importance of borders and border areas urges need for security and to establish the security in borders, the role of the ethnic groups living on the fringe of borders is very important. Various ethnic groups living in border areas and commonalities between these ethnic and neighborhood countries, may be the underlying incidence of regional crises. In contrast, there is a naturally considerable capacity for the integration of ethnic groups in the national interest, political participation and the preservation of their country. This article is going to investigate the various dimensions of engaging Iranian ethnic groups in bordering and also the potential resources of national belongings and the inclination to disintegration and in accordance with the mentioned capacity suggest the border super-active strategy.
Methodology: In this paper, in addition to historical and interpretative action research of super-active nation-building strategy, the different dimensions of engaging Iranian ethnic group in bordering have been investigated. And then, the potential resources of national belongings and inclination to various ethnic groups’ disintegration have been investigated using the content analysis of documents. The population of this research consists of experts in the field of public administration, political studies, national security, inter-ethnic justice, political geography, Law Enforcement studies, and national defense policies making. 27 participants were selected as the sample population using snowball method.
The findings and results: in this study the following factors have been identified as the super-active guidelines for the development of national unity that at the time of development and preservation decision making require some considerations: 1) Social justice development and the appropriate distribution of development opportunities, 2) the integration or synergistic cultural-linguistic integration of various ethnic groups with Iranian identity, 3) Social justice development, 4) the increase in inter-regional development design among the stakeholders of different ethnic groups, 5) increasing the participation and political integration of different ethnic groups and prioritizing commonwealth in the public guidelines making of the society.
